Never change the words inside a quotation. Marked words must read in the same order they appear; ellipses only for omissions that do not change meaning. The research skills guide has the rules every league enforces.

Start with the free sources: CRS, CBO, EIA, KFF, Pew, and peer-reviewed research through Google Scholar. The case archive lists sources for every current topic.
